Normally on Windows you should install the Windows binary from the *.zip file, not the source from the *.tar.gz file.
If you look at a CRAN page the available files are labeled that way. You might also be interested in ?install.packages There are further instructions available on your local CRAN mirror, including: Installation of Packages Please type help("INSTALL") or help("install.packages") in R for information on how to install packages from this repository. The manual R Installation and Administration (also contained in the R base sources) explains the process in detail.
