You must be in bad need of 64-bit memory access or long vectors†, to do a manual upgrade just one month ahead of Ubuntu's own maintenance upgrade (13.10) with contains R-3.0.1.

† They are the major features offered by R-3, so I guess most users are unlikely argued into hurrying an upgrade from R-2.x
