Any advice will be very useful.

If there was nothing else, I have no idea, hence re-read the manual and be careful to follow all the steps mentioned there. It works for me.

See the "R Installation and Administration" manual.
It tells you how to set up an environment under Windows to be able to
install the package from sources.
