You need the package compiled for your platform. You may also need to have a 
version of R that is compatible with that package, depending on how that 
package was constructed.

You can either obtain the source for the package and install RTools and compile 
it yourself, or convince whoever developed it to compile it for you. If you 
take the former route you may find it difficult obtaining help on this list in 
this endeavor because compiling packages is a topic for the R-devel mailing 
list. You may need to learn how to compile using one of the CRAN packages so 
others can reproduce any problems you encounter.
