This is quite some time ago, but I just had the same problem and the folder in the most recent version of TextWrangler. Right-click (well, Ctrl-click) on the application and choose 'Show Package Contents'. Then you can find the folder Language Moudles and include the plist script for R syntax highlighting in new Textwrangler versions as described.
