Thanks Duncan.   The only .site files I have are Reviron.site and 
Rprofile.site, which are both in C:\Program Files\R\R-2.14.1\etc. Copying these 
files to C:\Program Files\R\R-2.14.1\etc\x64 and C:\Program 
Files\R\R-2.14.1\etc\i386 makes no difference.
 Sys.getenv returns  R_ENVIRON = "" and R_HOME = "C:/PROGRA~1/R/R-214~1.1".
