Probably safer to do
gsub("<sup.*?sup>","",h)
to avoid replacing multiple superscripts.
eg
h2 <-
"<html><p>Cat<sup>a</sup></p><p>Dog</p><p>Mouse<sup>a</sup></p><p>Raccoon</p></html>"
sub("<sup.*sup>","",h2) #drops everything between first <sup
and last sup>
gsub("<sup.*?sup>","",h2) #Drops each <sub>xxx</sup>
