Because CRAN doesn't build binary packages for R 2.10.1 any more.
2. How can I install it locally or using the install.packages() command but
get all the dependencies as well.
The easiest way is to upgrade to a current R, and just run
install.packages("DMwR")
If you are stuck in 2010 (a malfunctioning time machine?) then you'll
need to install it from source. See the R Installation and
Administration manual for the details.
