Your question is quite ambiguous. Are you asking about the science necessary for that extension, or about the politics to get your changes into glmnet, or about the programming needed to do it?

I can't help you with the first, but for the second two, you should contact the maintainer of the package first. You would proceed differently if you are modifying the package than if you are trying to write your own package to enhance it.
