You are reading too deeply. When survreg was written 20+ years ago there was no se.ocef generic. I'm so used to not having one that I never thought about adding such a method. There is a saying about government to "never acscibe to malice anything that can be explained by ineptitude"; there is something parallel for old package writers.....
