Hello Steve, You'll need to give more information for people to help you. 1) Is this the first time you installed R? Or was it a working R version that suddenly started having this problem? 2) Did you try uninstalling this version, downloading a new version, installing it - and seeing what happens? 3) Do you have an office firewall ? (what type?)
In the installation process, you can set the type of help file you get. maybe that would resolve your issue (although I have a feeling you need to reinstall R and it would work - it shouldn't need internet for help).
