I created a trivial package like this:

R --vanilla
a = 1
package.skeleton("apkg")

Then at the command prompt I removed apkg/man/* to avoid installation errors 
since those man pages are incomplete.

Then:

R CMD build apkg
R CMD INSTALL --build apkg_1.0.tar.gz 

says:
[...]
packaged installation of 'apkg' as 'apkg_1.0.tgz.gz'

I would have expected it to say:
packaged installation of 'apkg' as 'apkg_1.0.tgz'

Because indeed it did create apkg_1.0.tgz, not apkg_1.0.tgz.gz.
