Most likely when you develop any given version of your package you'll use certain versions of other packages, probably the most recent at that time. If there is a build tool that just puts these version numbers into the DESCRIPTION file, you don't need to do anything extra. In fact, it is easier for the developer, because if you work on your release for a month, at the end you don't have to make sure that your package works with packages that were updated in the meanwhile.
