Every svn alternative provides tools that are as good as or better than R-forge, with the exception of package building. It's a real shame that this unique component of R-forge is so closely connected to the tools that many other sites provide. See http://github.com/hadley/plyr for an example of the development experience that other sites provide. Note the absence of broken images and broken https.
