We can do nothing about this: that area is managed by Duncan Murdoch (who is offline for about a week).

http://cran.r-project.org/bin/windows/  does tell you who to contact.
R-devel is never the right place for question about binary distributions (nor for CRAN pages, for which report to the CRAN webmaster).
