There are literally tens of different ways to 'open files' in R, and some at least with Cyrillic file names. Nor is there any obvious difference between 2.8.0 and 2.7.2 patched.

Here is one working example:

nm <- "БҖц"
writeLines(letters, nm)
readLines(nm)
 [1] "a" "b" "c" "d" "e" "f" "g" "h" "i" "j" "k" "l" "m" "n" "o" "p" "q" "r" "s"
[20] "t" "u" "v" "w" "x" "y" "z"


and the file name in Windows Explorer is indeed in Cyrillic. This even works for me in Western European Windows. So your assertion is definitely incorrect as far as file() connections are concerned.

Freshly installed version 2.7.2 works well, but 2.8.0 can't open files with
