Stéphane, the problem is that your compiler doesn't work (as the message clearly tells you). You must have working compiler (and other development tools) before you try compiling R.
I have no clue how you managed to get such a broken compiler, because Debian comes with a complete, working compiler suite ... you should fix your OS in the first place ...
