Trying that URL in a browser, it indicates that there is no such server. The following URL: http://prdownloads.sourceforge.net/mingw/mingw-runtime-3.11.tar.gz?download does get a file, note however that the most recent version appears to be 3.11, not 3.10. The home page for the project is here: http://sourceforge.net/projects/mingw/ There appears to be a more up to date version of MinGW (5.1.2) however, I would defer to Duncan as to related issues, since I don't run Windows.
