In what sense is this a bug in R? It is either an Exceed or Firefox bug: R is not involved in any way in scrolling the pages.
That is an exceedingly old version of Exceed: I have version 10 on my machine, and I think there is a `2006' version now. I have seen a lot of bugs in earlier versions of Exceed (8.x and 9.x, not way back to 6.0).
