Thanks to folks who replied. Pretty confident that this indeed caused by the cable modem latency/jitter/etc.
As a test - I put a fudge value on my refclock and managed to get my st2 out in the data center to have a consistent offset. This makes me feel dirty though so I’m going to spend some time rearchitecting what is talking to what.
