The idea is that it's minimal, so you can use it for a specific purpose, which need not be one of the Qubes sys-* - nor need it be online. It's also supposed to be used by someone who has some Qubes/command line knowledge, so installing the necessary packages should not be a problem. It is a small template with the absolute minimal required to function in a Qubes environment. I have seen requests to strip it down further, so one can have a headless qube.
