We are getting very close. I appreciate your help. 


Now how should I configure it? 


All Fedora guides I found were talking about adding a new file to the 
/etc/sysconfig/network-scripts/ but that would be lost with every reboot. 


So, I tried nmcli but that didn't work either:
nmcli con add type vlan con-name VLAN21 ifname VLAN21 dev ens6 id 21
nmcli connection modify VLAN21 ipv4.addresses 172.10.10.11/24 \
ipv4.method manual ipv4.gateway 172.10.10.1 \
ipv4.dns 172.10.10.1
