Note: Bisq package is at that time neither available from packages.debian.org nor deb.whonix.org. It's a third party package.
Same would happen in Debian. Therefore this isn't a Whonix related issue either. Whonix only happens to provide instructions on how to install Bisq despite some issues which are neither caused by Whonix nor Qubes.
