I also had the same problem with unpatched Xen 4.13, it was on the fc31-based 
R4.1 build right before christmas. The check was introduced in 4.8.3.3 and 
probably hasn't changed. For what it's worth, R4.1 and R4.0 both resume fine 
when booted without Xen. See
