Does it have the same issue? I also had the same problem with unpatched Xen 4.13, it was on the fc31-based R4.1 build right before christmas. The check was introduced in 4.8.3.3 and probably hasn't changed. For what it's worth, R4.1 and R4.0 both resume fine when booted without Xen.
