I'd like to propose Chicory, the Wasm runtime in Java, to be included in
the Quality Outreach Program.

Project name: Chicory
Project Contact: Andrea Peruffo
Project repository: https://github.com/dylibso/chicory
Actively tested on: Java 11, 17, 21, and 25
on various OS/architectures:
https://github.com/dylibso/chicory/blob/91c05c9b7d5d336f8dd7ca9e1fb9081898edc29b/.github/workflows/ci.yaml#L20-L21

As we continue testing and integrating with JDK builds, we uncover corner
cases and OpenJDK bugs:
https://bugs.openjdk.org/browse/JDK-8371187
https://bugs.openjdk.org/browse/JDK-8376400

Being involved early in the Quality Outreach Program seems like a good way
to improve the feedback cycle and support overall OpenJDK release quality.
