Or that is how the medical system in general gets away with the confusion. Nursing homes are a place to go to die, doctors and hospitals get away with murder (literally) while raking in the $$$, etc. etc.
And the disabled community is allowing monopolies like rehab equipment billionaires from all the rehab cherished to specialized cushions to hospital beds and all that other durable and nondurable medical equipment (oxygen, catheters, leg bags, night bags) and that doesn't even touch upon the pharmaceuticals! My* co-pay* today (for an older antibiotic) was $46! That is with insurance. Medicare Part D.
