These new files miss a license.

The old file from which they were split didn't have one either.
But I think there's no reason not to add

    SPDX-License-Identifier: GPL-2.0-or-later

to the top of each.

That would match with commit 6b620ca3b0 ("prepare for future GPLv2+
relicensing"):

 "Contributions after 2012-01-13 are licensed under the terms of the
  GNU GPL, version 2 or (at your option) any later version."
