There is formal testing == QA. And there is informal testing, like the Beta. Formal testing focuses on the newest and most used platforms. That is where there is the greatest risk. Remember, XP has been tested for many years, since the days OOo 2. I don't expect new surprises there. The risk is with new OS versions. Also, we know from the Beta survey that around 12% of Windows Beta users were running Windows XP. So we have some informal testing coverage there. Hopefully you see our approach -- with finite resources we apply them to test the platforms with the greatest risk of new bugs.
