It seems to me that windows takes as the first path the one where we load
the plugin.
That’s what I would expect as well, but it hasn’t been my experience.
Have a look at what dumpbin tells you about the dependencies of that
plug-in, and make sure each of those are accessible on your PATH.
For example.
