I changed as instructed:
server = socket.socket(socket.AF_PACKET, socket.SOCK_RAW,
socket.getprotobyname('ip'))

now I am getting:

    server.bind((host,port))
  File "<string>", line 1, in bind
socket.error: (19, 'No such device')
