You can always use array.array('c'), eg
>>> import random
>>> import array
>>> L = array.array('c')
>>> L.fromstring("hello")
>>> L
array('c', 'hello')
>>> random.shuffle(L)
>>> L
array('c', 'elohl')
>>> L.tostring()
'elohl'
Which is some way towards a mutable string...
