While that sounds logical, I think it will be a usability problem. If
someone doesn't see a the comment box immediately, they may not know to
scroll down past dozens of messages to find it.
Are there cases where someone should be posting new comments who
/hasn't/ read the existing comments? I would hope that new comments
would come only after reading what has already transpired -- in which
case one would find the comment box when one runs out of previous
comments to read.
