You can clear the console input history with Alt+F7; display the history list with F7; navigate in the history list with the up and down arrow keys, even when the list isn't displayed; recall the first and last entries of the list with page up and page down; and cycle through matching command completions with F8. Having said that, the new implementation of the console in Windows 10 has a bug in the "Discard Old Duplicates" history option [1].
