Sorry, I have no idea what "practically" means to you. It's just a fact that
all uppercase ASCII letters compare less than all lowercase ASCII letters:
>>> 'I' < 'e'
True
>>> 'Z' < 'a'
True
This isn't just Python - it's an industry-wide standard. Look at any reference
for the ASCII character set; for example, here:
http://www.asciitable.com/
