I confirm the bug.

>>> os.rename('non-existent-name', 'new-name')
Traceback (most recent call last):
File "<stdin>", line 1, in <module>
FileNotFoundError: [Errno 2] No such file or directory: 'new-name'
It obviously should be "No such file or directory: 'non-existent-name'".
