Nope, when using "svg-gdk-pixbuf-loader_2.32.1-1_win32.zip"
it's called "libpixbufloader-svg.dll" and lives (in your case)
in "C:\GTK\lib\gdk-pixbuf-2.0\2.10.0\loaders\".

Otherwise, what can I do to fix this?

Other than updating GTK+ to 2.20.1 you could also try the PyGTK All-in-one
installer: http://ftp.gnome.org/pub/GNOME/binaries/win32/pygtk/2.22/.
