This is correct. It turns out for S3-based AMIs all you have to do is
download the *.manifest.xml and *.part.* files and run ec2-unbundle and
it will unpack the part files into an iso file that can be
mounted/chrooted locally. With EBS-backed AMIs this is not the case
given that you can't download an EBS volume from S3. Of course nothing
stops you from creating an iso on a running EBS instance and then
downloading it locally...
