Problem:
Pyclewn commands are not allowed in the initial (empty) buffer.
Vim ignores netbeans keystrings entered on a buffer that has not
yet been registered by netbeans.
Solution:
Test for Vim version. When Vim includes the patch 7.2.334 that
fixes the problem, then allow commands in the initial buffer and
on buffers loaded from the command line.
