I figured this out,  I had this in my agent config:

    pluginfactsource = puppet://puppet/modules/pluginfacts
    pluginsource = puppet://puppet/modules/plugins

changed it to
     pluginfactsource = puppet://puppet/pluginfacts
    pluginsource = puppet://puppet/plugins

and all is good.
