Greetings Eric, tl;dr - PEBKEC
Thank you for the response. Just to make sure I am not off my rocker, I verified that I was getting this error on all my Ubuntu 20.04 instances. I was, so I built a clean Ubuntu 20 and started through my initialization checklist. After installing puppet6-release-focal.deb on a fresh VM, I too was not getting the error. That made me take a deeper look at the affected machines. In the comments in /etc/apt/sources.list.d/pc_repo.list I found the note "# This file is managed by Puppet. DO NOT EDIT." and a bell went off. /etc/apt/sources.list.d/pc_repo.list was being managed by the puppetlabs-puppet_agent module, which is why it wasn't removed when I purged puppet6-release and re-installed it. I'd forgotten to set 'collection', so the repo was getting stomped with the wrong collection.
