Latest PDK 10.12 packages should work fine with 10.13. We will be producing
10.13 packages but I don't have an ETA on those right now.

Also you may know already but current version of PDK is 1.4.1 (
https://puppet.com/docs/pdk/1.x/new_features.html). We recommend that users
stay current and the latest 1.4.1.2 contains security updates.
