It is wrong because Apache::Foo is a reference to Resource['apache::foo']. The correct forms are Class[apache::foo] or Class['apache::foo']. This prevents properly handling the class references as expressions. We need to deprecate this and only allow {{Class[foo]}} as a reference to the class named {{foo}}.
