We can likely merge this with Frederic's module-bluetooth-policy when it
lands, but since that also depends on a fixed-up version of BlueZ for a
crash, I don't want to block merging this on that.

If I followed your patches correctly, you're assuming that the
profile-switching policies for each card are independent.
How would this scale to use-cases with multiple phones?
