Since we defer to the particular specification to say how to use this, and since progress should be applicable to things like fetching some stupidly big HEAD or a mail message, I think we should let specs taht say to use progress events decide how they do this. I propose we put a SHOULD in the section "using this with other specifications" saying that to meet common user expectations, header information should be left out in such cases as downloading a file via HTTP.
