up to 54ms is used by other browser vendors in similar situations, so I'm
still not sure why 10ms is an appropriate value, nor that picking an
appropriate value for preventing DoS attacks from scripting should be made
in every spec, browser vendors have to do what's appropriate for their own
platforms and code.
The arbritrariness of the value is why I do not feel it should be in the
spec, but left to vendors.
