That's intentionally ;-). Powertop is a tool for diagnosis, not for 
solution.

If you're running a desktop system, those bad readings should not really 
matter for you. OK, perhaps you can tune idle power consumption down a 
little (in my experience, around 30%) but this might impact performance and 
your peak power drain will basically remain the same. For the layman, not 
worky ;-).

If you're using a laptop, then it looks different. I have mine configured 
in a way that on AC power most stuff goes red (what do I care for power? 
Someone has to provide some basic load to our beloved nuclear power
plants ;-).
If it's running on battery, all the reds are gone. And power consumption is 
even neater than under Windoz. To accomplish this I'd recommend installing 
laptop-mode-tools and spend a good weekend in configuring it. (But beware, 
I'm a Debian guy, no Ubuntu user.)
