I am maintainer of a web application (HelpIM) that uses XMPP to receive events and alert the user, even when in the background. If execution is paused when in the background, then it would cause harm to our users in multiple ways. Though the battery usage of a program like firefox is indeed excessive and it would be good to fix that.
