Read the manpage carefully, and notice that vacation by design does
NOT REPLY to every message. That is a feature, not a bug.
Then, read the manpage and notice how the table with "last time
replied" is initialized.
In conclusion, vacation doing "exit 0" without sending mail is the
normal mode of operation.
