There is no reject_rbl_client in the configuration that you sent.
In any case, with parameters in master.cf the {} are used like this
-o { name = value... }
That is, the name and value INSIDE the {}.
The {} are NOT in the middle of a value like you did:
-o name=value,{ value },...
