[NEW] devel/py-asgiref

Hi, ports@:

    Here is a patch to create devel/py-asgiref, which is required by
the future update of www/py-django/stable.
    I defined NO_TEST=yes because the test required some module
that had not been imported OpenBSD ports.
   It build well and run well on amd64-head system.
